I'm looking for a VERY quick set of high level rules – the purpose would be to fight the battles in a map game. Think of it as a way to resolve Risk/Axis and Allies/etc attacks.

LGG or La Grande Guerre by Sam Mustafa.

Very high level(each unit 6,000 inf/3,000 cav/24 guns)

Very simple and fast play. I remember larger battles taking place in 1 hour to 1.5.

So…simple, fast, very large scale by an accomplished rules author. Oh, and they are free.

How do you model something like Hougoumont, which holds a small number of troops, but has a larger effect on the battle than the numbers would suggest?

I would treat Hougoumont as a "strongpoint" that acts as a force multiplier on the occupying troops.

Then you have to abstract it. Only a small part of your division is occupying the strongpoint but it therefore still imparts an advantage.
