Appears to me they've almost completed the encirclement, to strangle Baghdad, without actually needing to take it.

Seems like Siegecraft 101 to me, and no one seems to see it coming, since all they can talk about is that ISIS can't actually "take" the city.

No need to, once they wing the siege, and force a surrender.
