I play 40k a lot and in theory the game would be made better by an activation roll. However, basing it on initiative would make the higher initiative armies broken with. 2-3 more points per unit per turn. I think for it to work it would need a separate stat. My group has experimented with using a random movement system using cards and it works to an extent. In the end it is too far gone as an IGO-UGO game system. This is why I find rules like force on force wonderful as it truly allows you to seize the initiative from your opponent. |
