If you have no luck in wargaming consider the model railway market. They have civilians waiting on platforms, working on the track, etc. The late, great, Dave of Britannia sent me a lovely 54mm WW1 era Highlander (standing and holding his kit bag).

I don't know if 28mm corresponds to any of the model railway scales.

28mm is basically the same as O-scale, that's a good idea Chortle. Most O-scale figures are slender, plastic pre-paints -- he should get some and see how they compare, these would make good figures for that.
