I bet you could get a less uniform and more "oceanic" surface with latex paints. It worked fine on foam, it ought to work on the cloth bonded to the neoprene.

A roll of latex would be a bit heavy and bulky to transport, but it would even out those uneven table seams very nicely.

I went to a store that sold remaints of upholstery fabric. You can find a hit-or-miss selection of very wide fabric for a reasonable price.

That looks like a great surface for gaming on, but the blue is SO blue. I'd either break it up with dry-brushed waves, or over-paint the whole area in a more natural shade. It's a shame that this doesn't come in other colors.
