Anyone aware of any manufacturer plans to make hard plastic 15mm or 28mm cold war or modern infantry? Would seem like a good niche.

I agree, though it's probably a matter of time before moderns and WWI both get plastic releases since some people are clamoring for them.

In the meantime there's the plastic 1/48 British infantry from Airfix and the modern US infantry that will be released as part of the 'Mars Attacks!' board game from Mantic due out later this year.

1/48 is more like 35mm, not 28mm, but there's a growing number of 1/48 armor and infantry kits from Airfix and Tamiya.

Be quick if you want the Airfix stuff, most of it is being discontinued and is on reduced prices to clear.

Does Wargames Factory count?

I use the new Airfix 1/48 with my 28mm. The subjects are kind of different, Jackal, Coyote, Lynx and Merlin, so can be a bit near future too and not all that familiar. 1/48 being about 36mm and barely larger than many 30+ heroics that can hit 33+mm now, so the vehicles aren't that bad. The figures require a bit of the 15/18mm concern, not too different but noticeable.

But real 28mm or so modern hard plastics, yep, would think with ancients, ACW and some Sci-Fi…should be soon.

Previously mentioned Wargames Factory makes two sets of 28 mm hard plastic modern armed civilians.
