What are the 'best' 28mm pirate rules ? All i'm asking for is a mixture of crew on crew skirmishy combat and ship boarding etc. Also multiple factions (Pirates/Privateers/Navy are the ones i'm thinking of)

Please list as many as you can think of, why you chose them and pros/cons please.

Are you looking for "skirmish" or "small unit"?

For small unit I would use The Sword And The Flame with the Pirates "expansion" and the Boilers & Breechloaders rules. This gives you good crew-on-crew fights and pretty good ship-on-ship fights. Of course, if you don't like TSATF then this will not work for you at all, and B&B is mostly geared toward the 19th century, though it has rules for sailing ships and muzzle-loading cannon so it should work.

For skirmish I would use Shieldbash, not so much because I'm biased but because I really enjoy playing those rules. But while Shieldbash includes rules for fighting aboard ships it has nothing for ship vs ship, you'd have to make that up yourself or borrow it from another game.

Another candidate under "Please list as many as you can think of" is Evil Stevie's Pirate Game, which is a light hearted set aimed at Lego, but it's free.

15 Men from Two Hour Wargames. Individual skirmish, mass combat, boarding actions, and ship to ship combat all in one package. It also includes rules for undead pirates and Py-rats who are ratman pirates.
