I wonder if they mean Kurdish special forces, or is this a reference to the Iraqi special forces?

What would a "counter-terrorism" unit look like? I'm surprised to hear it would be a significant combat unit.

Actually, wasn't this the norm for many armies throughout history? Or at least in the sense that they docked the cost of the kit of your pay?

As I have said, before, many in the region call their units "Commandos", are really in name only. And based on the ISF's recent past … IMO, this may pretty much be the case here …

This situation will only get worse/better (depending on your perspective) when the increased robotisation of the military continues apace and civilian populations become even more distant from their countries international deployments. Sigh
