A 33ft long sub able to operate independently for a month would make an awesome minefield scout, harbor recon, or other littoral operations. Doesn't need to be armed, especially if you're using it to find a gap in the minefield or a deepwater channel in a harbor you don't have charts for.

Of course, 33ft is about 50% longer than most torpedoes, too, so you'd have to do something interesting for where to carry them on the sub.
