After doing a considerable amount of research and doing some comparisons with real uniforms, or pieces of them I have found the following paints to be good for painting Union Troops.

Jackets and Kepis – Creamcoat Navy Blue 02089

Trousers – Folk Art Skyline 2499
or
Vallejo Pastel Blue

Re the trouser colors, the Creamcoat color is just barley slightly darker than the Vallejo color, but I use both for a little variation.

And from what I have read you could also use the trouser colors for some of the Confederate uniform trousers as well.

You could also make the trouser color match the jacket for more variety.

During the first year, some militia units of western states (US) still wore grey uniforms. Sigel lost his battery at Wilson's Creek mistaking the 3rd La. as own federal militia.

Scott MacPhee did a very nice tutorial on this exact subject in a recent edition of the ACW Gamer ezine.

I used ceramcoat blueberry for mine, I used several colors for the pants. Don't recall what they were.
