I recognize most of the French infantry figures as Front Rank, Wargames Foundry, and Perry Miniatures, but cannot identify the Spanish civilian figures.

Quite impressive!

The civilians seems to be Perry ACW and Carlist miniatures

Travellera -- you are correct. Those Perry ACW and Carlist civilian figures work perfectly in this diorama.
