A different translation would be "pedestrians only". My guess is the sign might have been made before "walkers" became a popular zombie reference.

Also, it is kind of a niche reference (I don't even know how "walkers" in a zed sense gets translated into various languages), so expecting someone in another language to get that subtlety is a bit much.
