"Grant describes his overall strategy to Halleck. First, he wants all possible troops trained and ready. Sherman must get all the rail transport that can be found in order to keep him supplied. He views the fall of Atlanta as a given, doubting that Johnston will even try to defend it. Grant's biggest concern is that Davis will reinforce Johnston, endangering Sherman. He wants Sherman to be ready to shelter behind fortifications…"
