I bought a not-the-Phantom figure, and had it painted quite nicely in Sri Lanka. Now I'm ready for him to hit the wargame table. Is there a set of rules that can duplicate the story lines of the Phantom comics?

Not sure about duplicating the comics, but the Pulp Alley could work. It uses plot points as objectives and perils as obstacles to build a story. Plot points could be anything (like an informant you might have to threaten. Perils might be quicksand on the table top, or a shot out of a dark corner.

.45 Adventures

Pulp Alley emphasizes teams, and as you know, "the ghost who walks" is also the leader of the "jungle patrol", not to mention that part of his team can be his trusty wolf companion "Devil".

In .45 Adventures you can customize your "phantom" in any way that you want. Even giving him Kevlar body armor if you want to! The rules are also *very* customizable.

Astounding Adventures is a pretty straight forward set of pulp era rules that can easily fit your needs. Particularly if you want to do The Phantom as a serial hero.

We've had The Phantom, The Shadow, Lobster Johnson and others show up in our Where Heroes Dare! Games. The Schticks Animal Companion, Larger than Life and Two Fisted would be good fits for the Phantom.
