Do you apply the decal before or after dipping?

Before, so it gets "weathered" along with the mini.

Unless it's shields, then you want to apply afterwards. The dip will often pool along one edge or end of a flat, smooth surface like a shield, obscuring the decal in a strange looking way.

I would try both and see which one you like best. If you put the decal on first, the shield may end up looking a bit muddy. If you dip first, the shield may look too bright compared to the rest of the figure. I put the decals on first, but after dipping I make sure no dip is pooling on the shield.
