I suppose.. but then again that makes the game unrealistic… as the superior German training and doctrine especially at the Division level and below was evident during the Battle Of The Frontiers; resulting in German successes throughout the Front without exception… It was only Moltke's failure to properly coordinate the right wing armies that led to the reversal at the Marne.. where the Germans turned a situation that should have been catastrophic into a near victory until 1st Army was forced to disengage.. just at the moment when they were about to completely envelop and destroy large portions of the French 6th Army
