I think Dux Bellorum would work well for comps if you could achieve basing consensus – which is probably unlikely. Of course, it also focuses on a narrow sub-stratum of the Ancients period.

There are two aspects of 'competition' rules:

1) You just bring your own army and show up and play. Saga is excellent for this. It's interesting and fun and short enough you can play again in an evening.

2) The rules and army lists ensure everyone has a fair chance of winning and player skill is paramount to outcome. I'm not sure Saga is what you're looking for if this is important. While I can't think of any outright 'broken' factions, there are some that are easier to play than others, particularly in certain scenarios. But more importantly this isn't really part of the mindset of most of the players I've come across, or the designers as far as I can tell. Don't expect a lot of nerfing or tweaking or amendments, and if you think the Hiberno-Norse-Spam-Anglo-Franks are overpowered don't expect anything beyond maybe sympathy.

It's true that in Saga some factions fare better in some scenarios than others. This is hardly surprising, given that some are all mounted, others all foot, some rely on missiles, others don't, etc. Most competitions that I have heard of ensure variety of scenarios, so there shouldn't be a single overwhelming faction. To give Studio Tomahawk their due, they seem to spend a lot of time balancing their factions, so I really wouldn't be to concerned abut this.

But Saga is VERY restricted in its time period and doesn't scratch the 'Ancients' competiton itch that has been around for a fair time for battles (Saga is a skirmish game) from the clay tablet to the ealiest printing press. FWIW, the only Ancients competition I've played in has been an Armati one.
