Generally speaking--At one point AP revised its tactical rules and all game versions since use the revised version. (I had obtained GWAS North Sea and Med when they first came out). The strategic rules IIRC are pretty much the same* as the GWAS Med. with some additions later for special situations.
*IIRC maybe minefields might have been slightly revised. It's been a long time since I've played them so may be wrong on that.
It may have been when they came out with the SWWAS series that they made those changes, but don't quote me on that.
Without pulling the rules out and comparing, I can't help you on the changes that were made. Could there be an older "daily content" article on the AP web site that addressed it?

I did try their tactical rules with miniatures once but I still used a hex grid and moved the ships when it was their "movement rate" turn. I think I noted I would have to do some finessing if I were to use them again that way, but never got around to it, preferring to just use the naval rulesets I already had.

I think that the strategic rules and maps are great if one were running a campaign game. Especially if one acted as game master and the players sent him their orders/move schedules and he then reported back to them any activities they could be made aware of (shore bombardments) or encounters in the same hex.
