Looking to do some old west and aside from the lack of tender the locomotive looks the best amongst the cheapish plastic trains available.

You will see better and cheaper around Christmas time. I bought a used one for $3 USD at the local Goodwill that has a tender, box car and caboose. A friend got a similar one for about $25 USD or so at a retail store.

Its hard to tell from the photos as to whether the size would work with 28s.

I know there are cheaper trains out there. There are some that are around $20 USD that are even cheaper around christmas time. I'm struggling with my desire for train accuracy vs cost for gaming. I suppose my old west games can take place in the Sergio Leone world with the european trains in the old west. Thanks for the help!
