So for a small elite force in a PA world, in the 15mm range. What would you use?

Peter Pig the Vietnam range there is some US figures with the "Boonie" hats and M16s, those may be of use to you.

Khurasan's Modern US Army models would be a good choice.

Depends on the flavor of the PA; I like, for example, the goverment power armour from khurasan, but that suggests a certian level of pre-war tech.

Deflatermouse, yeah, those are sweet minis, especially when painted well.

I think it's not only the 'flavour' of the PA but also how long since the outbreak or whatever started. If the background is say now, then any SF guys will likely look like Mercs in a year's time even though they are the same dudes. Also without a full military infrastructure their kit and purpose will degrade so you could have a mix of types of models in the same unit.

Those clear horizons minis are nice, they could fit into a resident evil type background as well as general sci-fi

Does any company do anything like this with an 'evolution' of minis as they progress through the/an apocalypse?

That's a good point about the equipment and such, in my background, prior to the collapse of everything, the government build a hidden facility, from which my units work from, their main missions are to go out and find the top leaders in the fields of study and to return them to the facility in order to rebuild the country.
