Slightly large, but quarterscale dollhouse ("regular" scale is 1:12, quarterscale is 1:48) manufacturers have lots of options. Also (again, a bit not exacly "25/28mm scale"), S Scale train sets will have many options. Given the wide ranges of the above, you can likely find some nice options that fit your need
