Someone asked this a while ago and this was my answer then;

INS1 looks like 1 x RPG, 1 x AKS-74 and 2 x AKS-74U carbines (although the kneeling guy could be carrying a PP-19 Bizon SMG- hard to tell from the angle). The AKs all appear to have reflex sights mounted.

INS2 has 2 x VSS Vintorez suppressed carbines, 1 x AKS-74U and 1 x AKS-74 with GP-25 or similar under barrel grenade launcher. Two also appear to be carrying slung RPG-18/22 LAW style rockets.

INS 3 has 1 x PKM GPMG, 1 x RPK-74 LMG, 1 x RPG-18 or 22 rocket (he also has a slung rifle or carbine) and 1 x SVD Dragunov sniper rifle

As far as any historical example of such- no, not really. You could use as exceptionally well armed Chechens or perhaps Brigade 055 who fought for the Taliban. You could paint in a mix of older cam patterns (or perhaps Russian patterns if you plan to use as Chechens) and civilian colours. There were at least a couple of 'Chechens' in Fallujah wearing the old "chocolate chip" desert BDUs so not completely outside the realms of possibility.

When I was in Iraq I never ever saw any insurgents look like that or any of the Taliban in Afghanistan. If anything they would work I think for Syria. I have made the move from 28mm to 20mm because no one will make any Iraqis or Iraqi Army in 28mm and I don't know why. And please hold comments about people not wanting to game a current conflict.

I know I agree about the armor for 28mm I found and fell in Love with 1/72 diecast especially Dragon, right out of the box ready to be used. I only fight at Platoon level so I can get away with three or four pieces of armor or vehicles but still in 28mm thats a lot of money. I ditched my Chechens war project in 28mm from Red Star just because BMP's and T-80's would cost more than I was willing to spend. And I really love 28mm I still have lots of my Devil Dog design figures that I won't part with but thats it.

Actually In Force on Force they are referred to as Tier 1 foreign AQI or AQA/Talib. They are usually foreign and better equipped than the average fighter and wear masks to hide thier nationality

Yup know all about those. But I would like Iraqi Army and Republican Guard the same guys we fought in 2003, not the dudes I patroled with in Iraq.

I have some Caesar 1/72 figures very similar tovthese; mine are Al Nusra Front/ISIL. The weapons on these guys aren't quite right for Syrian terrorists; you mostly see cut-down AKMs, PKMs, and miscellaneous bolt guns, homemade antitank rifles, and the like. They might work for Hezbollah, though- the SAA uses Hezbollah as supplementary elite infantry AFAICT.
