Like the title says, does anyone make any 15mm dogmen of a Rifts style?

Critical Mass games Protolene Khanates(?) should fit the bill.

I'd like some with bulldogs faces, not sure who makes them (if any). CMGs are wolf-like, but have the body armor.

15mm.co.uk have three, of the hound variety:

I have really wanted some myself, though I it will (hopefully) be a while before I work may way back around to SF projects.

I have converted (and beheaded) many of 15-UK's fantasy dogmen to make a couple of HotT armies (and a few experimental one-offs- this is why nothing ever gets finished). Their doggie heads are somewhat simply sculpted, but paint up quite nicely. Their bodies and weapons leave a lot to be desired (and really are not doggy in any way), so many of their noggins have gone wandering for nicer accommodations.

I also have a pack of Mega Minis doggies for that purpose, most of which scale out well for anthro'ed 15's.

CMG's look like jackals to me. There is also Traveller vargr (also wolf-like); the old Citadel ones are produced by Rafm now:

Martian metals made some too, for what that's worth. I don't know of any other manufacturers, and I have been looking for some time.

RAFM also has 15mm Dogmen

The RAFM War Hounds of Sirius, formerly known as the Traveller Vargr, are here:

Peter Pig includes wolf heads in their heads and bits range and you could file the ears down a bit to make them more doggy.

Critical mass just isn't the ones I want. I might just try my hand at converting a few dog heads.
