"The Russian Defense Ministry will modernize military settlements on the Kuril Islands and supply some 120 new combat vehicles by the end of the year. Russia's sovereignty over four of the islands is disputed by Tokyo.

The islands have been a constant source of tension between Russia and Japan for decades. There are some 20,000 people living there at the moment, many of them Russian military and their families, who may see their living conditions improved over the next two years.

"Over the period to 2016 all major objects – more than 150 of them – on the islands of Iturup and Kunashir will be completed. Those will be modern fully autonomous military settlements with a developed social infrastructure," said Col. Gen. Sergey Surovikin, commander of the Russian eastern military district…"

Every time the Russkies and Japs went to war in the recent past, 1904-5, 1939, 1945 … only once did it turn out well for the Japanese …

Off topic, one of the British PMs ancestors helped finance the Japanese in the 1904-5 war. From his wiki.

One of Emile's sons, Arthur Francis Levita (died 1910, brother of Sir Cecil Levita), of Panmure Gordon stockbrokers, together with great-great-grandfather Sir Ewen Cameron, London head of the Hongkong and Shanghai Bank, played key roles in arranging loans supplied by the Rothschilds to the Japanese Central Banker (later Prime Minister) Takahashi Korekiyo for the financing of the Japanese Government in the Russo-Japanese war.
