I don't know that I'd call him a "savior", but that's just me. |

Dahlgren certainly played a large role in equipping the US navy with the best ordinance, perhaps, in the world. Calling him a savior might just be a bit of journalistic license, but that shouldn't detract from recognizing his importance. |
