I have seen a lot of AARs and batreps and there are some fantastic fire markers and smoke markers that look like painted cotton wool.

Am I correct that thats all that they are or is there a secret tip to using something else?

Any help in pointing out where I can get them pre made or tips on how to make them hugely appreciated.

I used the synthetic batting used for craft pillows etc. All I did was soak it in watered down black acrylic, (it's messy use rubber gloves) and spread out to dry in the sun. Mounted it on pennies then mixed red & yellow at the base when dry. Here is a cluster of them used for effect.

A two day effort yielded all the raw smoke I could ever want.

I use grey computer packing foam hacked into smoke shapes with dayglo orange paint at the base.

Another vote for pillow stuffing – cotton wool always looks like cotton wool

Buy a plush toy from a charity shop ,cut it open and use the synthetic filler .
Should be enough in one toy for all your games.

I start with metal washers. grin
I press them into electrician's tape and spray paint them with Flat Black. Then, I mix a glob of 5 minute quick set epoxy. I fill the holes in the washers with epoxy and then push the balls or tufts of cotton into the epoxy and let it dry.
Tease it out, not very carefully.
Then, I lightly spray with flat black.
You can add dabs of dilute enamel yellow or red at the base.

The washers add weight, I put them on top of FoW tanks that get themselves blowed up real good.

If you want simple black smoke, it's possible to get black hamster bedding (presumably designed for Goth hamsters).
