Under the Protection scenario of Musket and Tomahawks must all the civilians stay together as in combat units? It seems a bit odd that in a surprise attack they would all be in the same exact place at the same exact time.

Civilians are in units of 4-8. They have to move together within their units but the units can scatter as much as you want.

So for a two hundred point game, you can have civilians in two groups, I suppose that works.
