PDF paper terrain designed for 28mm can also be scaled down by printing at around 53-57% (depends on the maker – I start with 57% and see how that looks).

Keep searching for free paper buildings/PDFs, and checking here frequently and you will amass quite a few (freebies). If you want great (not free) buildings check here.

These are high quality printing & paper, but you don't get a PDF so you only get one building for the price. Still, some amazing buildings.
