Guns work just fine underwater, the round just doesn't go as far.

Fine if you are within a 5 or 6 feet.

They go through the science behind what is taking place, pretty cool videos.

The weapon in the article is more like a multi-barrel dart gun, better range, 75 feet, but I'm sure the impact is different from a hollow point or full metal jacket round.

It's not that they won't fire. The range and deflection in water are surprisingly horrible.
