….or not, since apparently the trips to the international space station are exempt from this edict, as are meetings in other nations, which Russia may choose to attend:

So, hopefully the Russians won't retaliate, and cut us off from trips to the space station and back, because it looks like we'll have to wait until at least 2017 to be able to launch our own astronauts independently, again.

Not sure ceding the "high ground" to Russia and China is a good idea, given everything else going on in the world today.

they have switched off Glonass satellites for commercial use, causing me all sorts of headaches

But unless you have a Glonass-only system, GPS should work fine. GPS is the US system (orbiting in a higher altitude)
