Which is more practical, to sculpt a 20 mm tank or to design in renders, and then print the master, which is then put in the mold?

Depends on your CAD/Sculpting skills and the type of curves on the tank.

I personally would go CAD design, because its the medium I am used to.

I think mechanical items are better off being CAD-designed and 3D printed. The master will be more expenside, since you aren't just working with Sculpey and plasticard, but the quality will be much, much better, IMHO.
