Everything else is reasonably easy to scratchbuild from a variety of materials but those wheels are a challenge. So, where can we get wheels like that for 15 mm? All ideas of interest.

Try the craft stores. Michael's carries a weird line of jewelry called "Industrial Chic".
You would be surprised…

Try model railway stores, they will have similar wheels.

As dampfpanzerwagon said, you might check out die cast toys. I've got some old John Deere toys that look almost exactly like that. Might even work at 15mm.

Three different kinds of wheels. I think they are supposed to be 28mm scale, but they are different sizes.

ebay, look for old and battered corgi, matchbox and dinky etc toys.

Buy the Thomas the Tank Engine one and file the face off the front of the boiler, alternatively, Brekina do one for model railways

TVAG has such 15mm wheels in white metal. If you'll tell me in an E-mail to TVAG@att.net , you can get a price quote and we'll mail them out.

I can likely send along a scan or JPEG of some samples, too, if that will help.

Here are a few example of items out there with such wheels.
The real trick is figuring out how big the wheels will be.

For 15mm looks for OO (1/72) HO (1/87) TT (~1/100) or N (~1/120) model train gauges.

Other scale names include 1/8 inch scale (model circus etc) this is 1/8" = 1 foot or 1/96 scale. But be careful because 1/8 some times mean 1/8. 3mm can also be 3mm = 1 foot or ~1/102 scale.
