Back in the late 80's (when dirt was still new), a college budy bought a microgame. I'm hoping someone remembers it…
Space exploration, played on a grid. You sent exploration ships down a wormhole (from your home planet to another grid). Money/credits/production points could also be transferred down a worm hole to support other planets. The kicker was…wormholes only worked one direction.

I think it was just a set of instructions in a plastic baggie (no box, minimal cover art, all black and white). Sound familiar to anyone?

The TSR trilogy (well, announced as a trilogy) Star Probe, Star Empires, something else, sort of fit the bill, save, SP was 1975.

However, I don't recall ANYTHING micro with one way wormholes. Web and the Starship or Dark Stars had one way space travel for one of the three combatants, but, unless it (the name I'm unsure of) had a microgame release, no joy.

Still there was a lot of local-made games, and this might be one. I've several semi-pro-published space combat/empire games born here in Nebraska.

Just about everyone I knew made games, but none got close to that level.

Was it the campaign game for Starfire and Starfire II? We played it in conjunction with Starfire. Not sure you could do combat without. However, the one way wormhole thing was a feature of the game. You could also have two way wormholes.

Some Starfire wormholes were discoverable from one side only; pretty sure, once they were mapped, they were two way.

Or, is that what the original poster was asking?
