Are the British and French Napoleonic plastic infantry figures by the Perrys more or less realistically proportioned than the equivalent figures by HaT? And what are the relevant measurements?

I think the best answer for this is, "In your eyes, what do you think?"

By "relevant measurements" are you talking things like Head to Body ratio?

I suppose it also depends on how you view "average height/weight/mass" for the soldiers of the period?

Recovered 1AO sums it up. And with that in mind would I consider the Perry models the most realistic ones amongst the classic 28mm miniatures.

I think that what my eyes would tell me would help with what I thought the best figure was. I'm not sure I could definitely tell intuitively that the one was more realistically proportioned than the other.

The most realistically proportioned 28mm figures I've seen are those from Alban Miniatures.
They look very slender beside Perry, Front Rank and the like.

Get some pictures of re-enactors dressed in Napoleonic uniforms.
Make them the same size as some pictures of 28mm miniatures and put them side by side.
You'll be in for a shock; most miniatures have hugely over-scale heads and hands, and their legs are often too short (to allow more space to put stuff on the torso).

Yes and no to that Dexter, the average American or european of today is much better built than they would be in the Napoleonic period. Heights and body mass quite a bit smaller judging from skeletons of the period so proportionately heads would be bigger relative to body size ( skulls pretty much same size as modern ones).
But yes there is always a tendency to make hands and heads bigger to get some detail there, its a constant struggle between anatomy, cartooning ( in the da Vinci sense), detail and getting the 'look' right.
