I've oft thought the smaller the game, the better; however, any contraption still has possibilities, given sufficient rivet count. ;->=

Make the top removable, and furnish the insides with teak floors, flocked wallpaper and velvet curtains, and blast away!

Not sure about the question:

I think Nick deals only in 28mm.

By 'smaller the game', I mean limited numbers of figures as character is well represented in IHMN.

1/48 models are oft used for 28mm.

Well, I've never seen 1/48 that match up in any way with 28mm figures. Nick does sell 1/48 so the question was apt.

That has to do with basing. Antenociti's has a multi-page blog post about it, but it boils down to where the rooflines of cars end up. 28mm figures have a ~3mm thick base under their feet, so if you don't base your vehicles, you need a taller car to look right. 3mm x 56 = 168mm, about 6 and a half inches.
