"At the first part of the 1850s , on the eve of the beginning of the Crimean War , Russia has the third largest fleet in Europe. The squadron of the Black Sea ( South) has 14 sailing vessels , 6 sailing frigates , 7 steam frigates and 4 sailing corvettes. The squadron of the Baltic (North) has meanwhile 26 sailing vessels , 14 sailing frigates , 9 steam frigates and 2 steam corvettes. As you can be seen, most of the Russian fleet consisted of boats. The number of steamships were relatively insignificant , moslty were not propeller . The reason for the retardation of the Russian Navy in relation to the French and British navies then explained mainly by a low industrial development of the Empire as well as the lack of good building materials and specialists. To build steamships, Saint Petersburg was obliged to send abroad , causing a great expense . However, there is an effort from 1851-1852 (perhaps in anticipation of an imminent war with the Western powers ? ) Years during which two propeller Frigates, each one carrying 44 guns were being built . In 1853 , two vessels to three bridges were started, too late , however, to participate in the conflict, which began a few months later…"
