So, guessing from the Lego piece they are resting on, are the "blades" something like 4 or 5 inches long?

The Lego "dots" measure roughly 4 per inch, so those blades are at least 3.5" long.

Bionicle make good Mechs for 15mm Troops.

Approx 112mm,or 8 mm from lug to lug.

They are also in a softer plastic than Lego bricks…

According to the LEGO Wiki the pegs are 8mm on center I count 14 pegs so ~112mm long.

The first thing that comes to mind is wings or flying buttresses with radiators, CC.

The wings of a 15mm Falcon or Wave Serpent is a good idea, too.

Actually, you could make some bitchin' not-eldar tanks, if you mounted those to the bottoms of some Top Gun grav tanks.

Those Blades are similar to the ones I used for my Grey Warhost walkers'legs.I would gauge them approximately to somewhere between 8 & 10 cms.
And yes they would make great antigrav foils.The shields would make very good skimmers/drones.
