Is anyone aware of any diecast Victorian vehicles that would fit with 25/28mm miniatures?

Try Googling "collectible pencil sharpeners". Seriously. grin

Actually its quite surprising what shapes pencil sharpeners come in. Erasers too, avoiding using the Brit name for erasers because it causes stereotypically girly giggles.

There may also be some Matchbox stuff listed on eBay.

Both Eureka and West End make hansom cabs, but they are not diecast and require assembly and painting.

Look on ebay for "Pencil Sharpener Toys", there are covered wagons, buggies, even an Amish style cart. They are all perfect for 28mm.

Those are Black Scorpion figures in the photo, so a bit larger than most other 28mm. The Pencil Sharpeners run about $3.50 USD each.

Perhaps some Lledo vehicles might be repainted and re-purposed?

As you can see from the picture above the Lledo vehicles are a little undersized. In the other direction, if you don't mind a little oversized, you might look at Brumm carriages. They are plastic, no painting needed (I repainted mine but that's just me) and they probably cost in the neighborhood of what the new Empire of the Dead cost. You can see my Brumm carriages (not work wagons or hansom cabs) at link

Wow! The Brum carriages and coaches are great!

I can't believe I haven't learnt about them on TMP before this.

They do cost a bit though, but perhaps I should treat myself to one…

there are a lot of horse drawn carriage less expensive than the brumm ones on ebay , for exemple .
i have seen a lot of horse drawn lledo bus and delivery wagons for less than 13 us$ .
postage to France was too expensive
