Okay here is what I need.
Rules to handle homemade 25mm pirate ships.
Hoping to have some 12 ships on the table,
1-2 ships per player.
3-8 guns per shipwith some 20-30 crew each.
Want quick play results for ship to ship and boarding action.
Would prefer to roll per gun and per fig.
Would be great if the rules also handled
land movement and combat.

I 2nd Flagship Pirates!, available from Scale Creep Games, but it should be said both Skrapwelder & I are friends of the Flagship author, so we're biased.

But with that said, these rules do exactly what you describe.

If you want cinematic action with a handful of pirates while you build up your collection, check out Flashing Steel by Ganesha Games. No ship rules though, and only good for about a dozen figures a side.

Check out Wingnut's pirate game, he ran it for several years and should have some links somewhere on this site!

Not familiar with Sailpower, but I have played numerous games of Pirates! with lots of ships and figures. It works!

Errrr…Limey's and Slimey's…free download off the free download games rules site. Classic rules when Minifigs put out their Pirate sailing stuff years ago.

If you've ever played the "FULL THRUST" starship combat rules (which are fairly straightforward), you might be interested in an "Age of Sail" mod called "FULL SAIL."

Barony Miniatures has a free set in beta. It is for Medieval Cogs but should work fine with some modifications. link

Sailpower is a good set, as is Prevailing Winds, if you don't mind doing a little modification to the latter, and want more of a sailing game.
