Elephant and Riders on a Bactrian silver disk.
This is probably the main source for the drawing of Fig. 183 by Ian Heath in the 1982 edition of 'Armies of the Macedonian and Punic Wars 359BC to 146BC' by Duncan Head.
The tower in the drawing is a lot taller than on the dish. It is difficult to make out the Sea-Horse on the cloth in the photo.

There are two of these disks, I think both in the Hermitage. The photo at link shows the other one: the beastie on the saddle-cloth is a lot clearer.

Speculating a little. I would guess that the men in the towers are actually sitting down. The proportions would be about right then, the tower covering up to the waist. Right or wrong?

Perhaps the tower has been reduced in size, in order to make it fit onto the medallion?

Ian Heath's tower is about twice the height and looks top heavy. I think it is more likely that they started from the usual sitting position and added walls around that they would sit within.

There is plenty of space on the 25cm disc if it were needed.

Ian Heath has also added 3 ropes to hold his tower.

It looks to me like they didn't want to interrupt the decorative band, that runs around the elephant.

If they were seated, they wouldn't be able to throw javelins to the left side and rear, effectively. Standing, they would also be able to throw with far greater force than if seated.

The decorative band was probably done by the same craftmen that did the scene within, as there are 2 disks with this, rather than a single plate to which a scene may have been added later. The decorative band could have been placed further out.

In the Discovery show Myth Busters. They tested the myth that Elephants were afraid of white mice. It sounds so crazy, but several time the show placed white mice in the path of walking elephants. Each time the elephants stopped and backed up. Myth proved. Perhaps that is how ALEX the great stopped the Elephants' in India?
May be special mice troops?
