What is the difference between the Chain of Command PDF and Tablet versions where the format listed for the tablet version is also PDF? I'm interested in getting the rules and have an Android tablet, so I'm wondering if there is any advantage to the PDF version versus the "tablet" PDF version.

The tablet version has links to go directly to a rules section, the PDF version is better for printing but does not have the links. Although you can print either version if you want.

I purchased the tablet because it is easier to navigate on an iPad. I also had it printed at Office Depot and it turned out fine.

What they said – the standard PDF is page-numbered and more printer friendly, while the tablet one is hyperlinked for easier navigation if you're actually using it on a tablet.
