I've got Freezywater Flags for my 15mm WoTR and they do them for 28mm also. Very high quality.

Perrys have some flag sets (three different ones) in their plastic WotR infantry sets. If you know someone who has bought those, they might have some to spare.

Have you decided yet, I've dug out some banners, long, swallow tailed, and square, from the Perry plastic WOTR sets. If you would like them, I could drop them into the post for you?

They are certainly my favourite at present. They have a nice paintery feel to them which is what I was looking for.

Of course, for depth of range and choice, you can't fault the Freezywater banners:
