When a model has fallen due to a lost combat, does he stay in melee contact with the winning model? Or does it separate them?

The rules say that if the side that wins rolled an even number then the victim is knocked down. Odd numbers recoil away from the winner one full base width. So I would assume that the loser is still considered in base contact (hence the reference to being at your enemy's mercy) since the knockdown rule doesn't instruct you move your figure and the last place where your figure was was in base contact.

Yes, combat always results in either a tie, a kill, a recoil by one player, or one player falling but remaining where they are (i.e. in contact with any opponents whom they were in melee with).

and a fallen figure still counts for purposes of outnumbering the opponent who knocked him down, as confirmed when I asked the author himself on the forum.

Also it may not be an actual fall but a fumble that puts you at a momentary disadvantage while still fighting.

Fallen models are still in contact and do count for outnumbering purposes. As mashrewba says, Fallen just means that the creature is hurt , disadvantaged, stunned, or whatever applies. We use the Fallen word because most players knock down the figure to represent the Fallen status.
