Google sez it's 'Gormiti', a cartoon I've never heard of, and apparently Captain Planet eco-vibes.

They were being sold in a UK store 'Home Bargains' for 99p. I picked up some for a LAF member but they have all gone now. Lovely pieces, hadn't noticed the Morlock bit otherwise I would have bought a few more for future use! Hope you like the blog thumbs up

Looks like a Rasta Morlock, but it'll do for 15mm.
