If I wanted to cast the head of a 28mm figure -- say with a unique hat -- to make a whole bunch for head swaps, how would you do that? What do you recommend?

Make a two part mold?

As long as it is your own work, yes, the common way is to put multiple heads on a tree with channels for the lead or resin that you pour. Two part molds are all that you need.

Get some instamold and make a two part mold. Fill that with green stuff or another putty. It's not perfect but if you cut the mold in the right spot you might not have a terrible mold line.

For a hat, if separate, you could probably get away with a one part mold.

Also, from the images I've seen of some of the silicon trial sizes, you can make head molds without a two-part mold too, if the rubber is flexible enough.
