Hey, what's up all, I'm looking for a 25mm standard flag, hanging straight down for a conversion. I just need to clip it off and use it for a weapon/hand swap. Crudely made (orc goblin) or undead battleflags would be good.

Games Workshop's old metal Night Goblin Command has a gong-looking standard hanging straight down.

Fenryll makes an 28mm Orc Command Pack with a standard hanging straight down.

Otherworld Miniatures makes a 28mm Pig-Faced Orc Command pack with a large stitched together, battle flag

Games Workshop's metal Mordor Orc Command pack has a flag hanging straight down. It's a small/realistic 28mm too.

Games Workshop's metal 28mm Savage Orc Boyz has a cool large skull that could go at the top of the flagpole.

Games Workshop's makes plastic Orc & Goblin and Ogre Kingdom standards, although these are massic, more 30-32mm than 28mm, which is already too large.

Reaper mades a pack of 03420: Fantasy Standards

Reaper makes 14530: Darkspawn Standard Bearer

Reaper makes 02137: Skeleton Std Bearer with a skull sculpted in

Reaper makes 14309: Standard & Musician, Nefsokar

Reaper makes 02390: Templar Standard, although this is too clean for my taste

Reaper makes P06056B: Orc Command (Standard) direct-only

All the GW Warhammer and Reaper stuff is 28mm though.

There's one figure I'm thinking of, that was 25mm, but I can't place it now. I'm not familiar with every fantasy range or Mage Knight stuff, so I'm hoping some of you can help.

Make it out of paper?

What John said. I used to make my SYW flags from tracing paper.

The old school method was to use the empty toothpaste tube metal. I believe the idea was to cut it to size, then paint it. The thin metal is very easy to shape. Otherwise, I've got a friend who made his out of paper -- worked well, looked just fine at arm's length, too. Both approaches give you full artistic freedom. Best of luck. Cheers!

I'd make one out of thin sheet plastic. Say, 0.005" thick (0.125mm, roughly the thickness of heavy cardstock). I like the plastic because you can heat and shape it, and it doesn't have water-absorption issues like paper.
