Perhaps some "themed" posses/gangs.
Steam-punk, Victorian England, River rats, Chinese, Japanese, Russian, French,cajole,Swamp People, Steamboat crew with guns, butchers. ect…

Some African Americans, ALOT of cowboys were, and underrepresented in miniature games.

For an ambitious game how about a cross country race using custom stage coaches with weapons attached. Kind of like "car wars" old west.

"Old Westernized" French, British, and Mexican troops in a hypothetical invasion of America.
