Gentlemen:

Looking for recommendations on paint scheme and numbering for Warpac Kit that would allow me to use vehicles in widest range of scenarios from early 1990 – post apoc and near future "2030."

Russian Green would be my choice, with generic white 3-digit vehicle numbers.

Admittedly my focus is mainly on 21st century conflicts, but I've painted only some units in drab green and others in camo (typically the common sand/green/black pattern) – I think this is a more 'modern' look BUT like how it makes clear which of the many identical tanks belong to different formations without needing to resort to numbering and a roster. Also this means the different units can be used as elements of different Bn/Bde/Coy etc or just as different platoons within the same company, depending on how fragmented / ad-hoc a force I want to depict. Also works well for multiplayer battles with shared command of the Russians.

Finally, having some tanks in a camo pattern that includes a sand colour makes it easier to mix them with all-sand-colored desert schemes for use in the Middle-East and so on.

Admittedly, I'm really not a stickler for accuracy, so YMMV.

I've done something similar, my older kit is in plain Soviet green or variations of and more recent stuff ( T72's with ERA for example) in two tone sand and green……..followed this theme in 1/300 th and 20mm…….
