Would these have had the plume attached to the shako?

They could. Plumes and pompoms had covers of their own too. Shako covers have a hole through which plumes and pompoms can be attached to the shako.

See above the grenadier with the covered shako, red ball pompom with red tuft.


Above see chasseur with covered shako, just green ball.


Above 2 gunners in covered shakos, ball pompoms both.


Above see officer with ball pompom with tuft.

It appears they would have worn the ball pompom with tuft for the elites, as they would have in field gear when the shako was not covered. I have never seen illustrstions with elites with tall plumes when wearing the cover.
