So I need one of these figures and I thought I could do this to others along the same line. Holographic figures are something I have seen before. Outside of casting a figure in clear resin there has got to be a techniques for painting figures in light blue/green that would give the illusion of a holographic image.

I'd just paint them the same way I do spectral stuff – pick a color and highlight the whole fig in varying shades, going close to white at the brightest points.

Light blue basecoat, then green sprayed (or better, drybrushed) through a horizontal or vertical "mesh" of wires (e.g. ||||||||| ) to give it a pattern of "static lines"?
Not sure if it will work, just throwing the idea out there…. ;-)

When I frequented the game shops more often I used to see lots of resin recasts for cloaked figures… most often those skulky Tyranid guys I can't recall the name of. Didn't seem evil at the time…

I use a glow in the dark white base color then brush on a diluted ink wash – blue is a good one. Then I highlight with wicker white (shiny) with a little of the ink mixed in.

It's more of a spectral effect rather than holographic, but II've used it for the other.

The top image (Veers) could be emulated with inverted shading/highlighting. Basecoat grey/blue, then spray light blue or white from below, and possibly spray some darker shade from above.
